History
The Department was established in 1951 upon the observation that coincidence alone proved an insufficient explanation.
For generations, hours that failed to arrive were treated as private misfortune or as nothing at all. The Instrument of Establishment placed that misfortune in the public interest, limited the Department’s concern to demonstrable effects upon public life, and forbade any reading of the Codex as authority over the lawful passage of time itself.
1951
The Department of Excess Time is established as an executive department. The Founding Codex is issued as internal publication DET-CODEX-001. Chapter 0 is the Founding Instrument. It has not been amended.
1963
A field station is opened at Abercrave. It is not a public office. It remains a field station.
2008
The Chronometer Programme is opened. Instrument 13 is placed under civil oversight. The machine does not predict. It measures relation.
2025–26
Bristol, Manchester, Edinburgh and Belfast are closed due to budget reductions. Cardiff remains headquarters. Abercrave remains limited. The Codex is reset for contemporary issue. The text of Chapter 0 is unaltered.
