The Minister
The Minister for Excess Time is a Welsh Government minister. The portfolio is reserved in part and devolved in part. The Department’s operational work in Wales is a devolved matter. Cross-border temporal cooperation is by agreement.
The Minister is accountable to the Senedd for the Department’s administration of consequences. The Minister does not create causes.
