Operational Procedures
Standing instructions for officers attending a recognised Excess Time Event.
This manual is issued under the authority of the Permanent Secretary. It is not guidance. It is instruction.
Officers will observe, record, protect and restore, in that order, unless protection requires an earlier act.
The Department administers consequences. It does not create causes. Officers will not offer an explanation for an event beyond the facts recorded.
Where coincidence is proposed as a complete account, the officer will note the proposal and continue the record.
