Working paper: Coincidence as insufficient explanation
Why coincidence is recorded and not accepted as a closing entry.
For generations incidents were regarded as coincidence. The Department was established upon the observation that coincidence alone proved an insufficient explanation.
This paper restates that founding observation in contemporary method.
