Chronometer Programme
Specification and civil oversight of public chronometers used in the measurement of drift.
The Chronometer Programme exists so that drift may be measured against a published tolerance.
Instruments are not oracles. They do not predict. They measure relation.
Public demonstration is permitted. Interpretation is not.
Civilian contractors may maintain an instrument. They may not vary the published tolerance.
